No, only the full version has that feature. The docs for Jr. list the 
full-version features, then say that Jr. has only the email and 
acknowledgement functions

$PHORM_REQ only requires that the field have some value. Even a zero will be 
considered as a value. You need to either set up your fields so that the 
"unset" option has no value, or use the NE validation criterion in the full 
version of Phorm.

Only with the full version.
