  MESSAGE: (#1984) File Uploads

I've got two problems I'm running into.

1) FILEREQ doesn't give me it's error message on the error page. It shows the
FILERR error message instead in every instance. I've checked tabs and spaces
and everything is correct so I'm baffeled as to what the problem is. If I
don't have FILERR it doesn't give an error message on the error page at all.
So, my temporary fix is to use the error message I really want for the FILEREQ
in the FILERR. But that defeats the purpose of FILERR if there is some other
problem with uploading.

Once I got this temporary fix done I ran into another issue that popped up
(probably because of something else that I screwed up in the process).

2) An alert email is generated everytime the form is submitted without a file
upload choosen. The alert email states that it couldn't upload to the
directory and gives some numbers. Of course, when a file is selected and the
form is submitted it uploads without any problem.

Also, I haven't quite figured out after intensely reading the documentation,
how to designate a file upload to only be emailed or only be uploaded. The
uploading part seems simple enough because it does it everytime. But, what if
I want to just get it via email?
