Chrom hardcodes the length for each extension type, so neither ohb could be
supported (as the extension length depends on the extension data).
I think I have been able to support variable lengths for each extension,
well test it tomorrow when chrome ends compiling.

so for frame marking, we either pad, or not implement the SVC part.
The fixed length header is going to be a big problem thought for OHB.
We reached out to peter and taylor for advice on changing the code in:
modules/rtp_rtcp/source/rtp_header_extension(s).(h|cc)
