[pedevel] Wrong input from keypad when NumLock is off

Hello.
Oliver, I've noticed that Pe, after your changes to allow non UTF-8 input,
doesn't properly recognize the key pressed on the keypad while NumLock is off.
It seems that only Ins (0) and Del (.) work ok, the other ones, the numbers
except the 5, generate the '¿' character (the one Pe uses for "I don't
understand what this is") instead of doing Home, End, etc.
I doubt it has something to do with my keyboard/keymap combo, but here's the
info anyway:
Keyboard: 101 keys, US layout (an old Compaq one).
Keymap: US-international (US with dead-keys for accentuated vowels and "ñ"
letter).
