Remember... for dial-up visitors, every bit of bandwidth counts. Better to 
reduce the actual size of the image with an editor than it is using HTML to 
have the browser do it for you. The former makes the image looks nicer (since 
the image editing program specializes in redrawing the new size) and takes less 
time to download, while the latter takes longer to download and looks (usually) 
crappy.
Are you on dial-up or broadband?
