I just found a little more info after wending my previous post.

After some research on google I found a fix for one of the problems with a
slow shutdown and it involved Pre-SP4 hotfix Q329170 - I uninstalled it as
was suggested which fixed the slow shutdown but still left my original
error.  The 'Hotfix Q329170 installed the following files:

The following files are installed in the %Windir%\System32\ folder:

'Winspool.drv' that  is mentioned in the 'Error' on my previous post
