According to a site explaining how to set it for Text Only:
a.. Select Tools | Trust Center... from the menu in Outlook.
a.. Go to the E-mail Security category.
a.. Make sure Read all standard mail in plain text and Read all digitally
singed mail in plain text are checked under Read as Plain Text.
a.. Click OK
Of course, you'll want to UNcheck those to allow HTML and Rich Text to
come through.
