The box wasn't checked -- I knew it had to be simple but I 
wasn't able to find it.

To fix the following error that pops up, I went to Internet 
Explorer, Tools,
Options, Advanced and at the bottom you will see a padlock 
labeled Security.
Make sure the second box down is checked, Allow active content 
to run files
on My Computer. This worked for me. I got the error pop-up every 
time I
tried to run SWF files until I checked that box.
