I'm not sure exactly what fixed it as I was doing 2 or 3 things at 
once.  It was caused when I simply copied the /profiles folder to a safe 
spot and then after a clean install of Win7 and reinstall of TBird I 
simply copied the folder back to where it should be.... forgetting that 
the new install would have a different profile name.

To fix it I deleted the profiles.ini file, deleted all the profiles from 
the /profiles folder and then copied ONLY the /name.default folder from 
the old /profiles folder to the new /profiles folder, then rebooted and 
relaunched Tbird and everything worked.
