Moe,
    As an administrator, you can enable/disable WinXP Pro's TaskManager 
using the Group Policy Editor.  These instructions will not work for WinXP 
Home, however.

    Go to Start > Run, type in gpedit.msc and click OK.  In the Group Policy 
settings window that opens, select User Configuration > Administrative 
Templates > System > Ctrl+Alt+Delete options > Remove Task Manager and then 
double-click the Remove Task Manager option.  The policy here is to REMOVE 
Task Manager.  By disabling the policy, you are actually enabling the Task 
Manager.

Note for anyone following this thread:
If you are trying to override your organization's group policy, you can't. 
As soon as you re-authenticate to the domain, the domain or OU Group Policy 
will rewrite the registry setting.  Also note that there are a LOT of other 
settings in this utility that can put a serious hurting on your system if 
you're not absolutely sure of what you're doing.
