No, this is not included in Microsoft Updates.
You have to download it yourself.

This is the tool that MSoft puts in windows updates
once/month, isn't it? I'm pretty sure it is.

do you know how we access the one that gets installed during
  the updates?

I would like to mention the Microsoft® Windows® Malicious
Software Removal Tool to everyone. You can freely download
it from the Microsoft website and run it on your computer
in a short time spam. The tool finds and removes malicious
software like Blaster, Sasser, and Mydoom.
