zone alarm will tell you what program it is associated with. 
If it is associated with a legit program, allow it. I would 
have guessed it was a bad thing also - sure sounds like the 
backweb that is bad - ok - here is the spybot link - it is

I think it made me nervous because it sounded similar to a 
bad bug my
computer caught a long time ago...and was hard to rid of (or 
just adware or
spyware)
