No, doesn't have to be off. However, if you find a virus, and you seem to be 
having problems removing it, then you should turn off SYSTEM RESTORE, so as to 
make sure you're annihilating every instance of the virus, included the 
system-protected RESTORE files. If you shut off SYSTEM RESTORE, they're not so 
protected anymore, and hence the ability to remove any instance in there.

Yes, ML.  It can only mean that it is functional, and that is how  you
want it. Inactivating it means that it is not taking any footprints of
your system, and there will be nothing to restore from.  It does, from
time to time, make these footprints, so that you always have somethimg
fairly recent to replace any problem you have.  If you get a virus in
your SysRestore files AVG won't kill it, it will keep on telling you
that you have a virus, that is why sometimes you have to disable
SysRest. After a virus scan you should always enable again.
