Marty,
I don't think the line "As of 2007 Otis State Forest became article 97 (the MA constitution that protects entrusted land)" after "1. Sandisfield" is very clear. I believe it was in 2007 that the Otis State Forest became part of the state forest system; Article 97 of the state constitution /is/ meant to protect conserved lands by requiring a 2/3 vote to release the conservation restrictions placed on them.

Two existing pipelines, proposed expansion is storage. As of 2007 Otis State Forest became article 97 (the MA constitution that protects entrusted land). Never challenged like this (precedent-setting). This case would impact article 97 land statewide.

Sugarshack working on proposal (to be considered on Sunday at next Spokes meeting) re: Sandisfield rally/rapid response (in the event that they get the green light from DPU/DCR).

How to coordinate/collaborate? (TBD at next SS spokes meeting)

What will launch people into Sandisfield? Permission to cut the forest.

If the AG asks for (and receives injunction), it could be delayed.

*4. Coordinating with Sugar Shack*

Great training on April 9^th in Conway!

Jenny represented OtP at the last Sugar Shack Spokes Council meeting.

Agreed:

Pass our previously-adopted identity language to SSA (below).

OtP sends a spoke to Sugar Shack Alliance.

We send a rotating spokesperson.

Richard acts as point of contact for OtP.


*Occupy the Pipeline *serves as an action council of affinity groups that is independent of any organization, but works with many groups and movements which are actively working to stop the NED pipeline.


-To organize ourselves, facilitate the formation of affinity groups, and coordinate our efforts to organize and mobilize participation in nonviolent direct actions to stop the NED pipeline.

-To support Native sovereignty and the Idle No More movement.


The Action Council convenes biweekly and is welcoming new spokespeople of local affinity groups as well as individuals. We make decisions by modified consensus and are committed to organizing in an anti-oppressive and empowering manner with regard to race, class, gender, sexual orientation or identify.

The Rubber Stamp Rebellion is a BXE project supporting front-line resistance communities by partnering with them to plan an action at home or at a strategic target in Washington, DC. The whole point is to uplift the voices of communities across the country being faced with fracking build-out projects that FERC chronically approves because it is paid to by the very industry is is supposed to regulate. The actions happening in the same time frame and with common messaging are intended to build collective power moving the whole movement forward.

*INTRODUCTION to May 2016 BXE Action Planning Document*
As you know, Beyond Extreme Energy has up until now focused its energy and protests on the Federal Energy Regulatory Commission (FERC), which has been captured by the fracked gas industry and has become its chief enabler. FERC is central to all the fracked gas infrastructure and to fracking itself, which is presently occurring in the country.
BXE, however, also has much experience focusing attention on various other targets in DC. We have visited Congresspeople's offices, and disrupted and questioned Congresspeople during Capitol Hill luncheons. We have challenged and disrupted corporate offices of fossil fuel companies in DC (Spectra, ANGA). We have gone to other government agencies (DOE, Interior, White House). We have bird-dogged individual Commissioners, done flash mobs at media centers like NPR and and CNN, made our presence known ats events to honor commissioners, and so on.

All of these targets and many others may be of interest to one or another front line communities.

Is there a target in DC that is of especial concern to the issues which you are dealing with in your community? Would you like to bring energy and protest to bear on them? BXE is now prepared to assist front-line communities in bringing their messages and concerns to whatever agencies, Congresspeople, corporate offices or media outlets in the DC area that are of most concern to you.

How to do this will of course, depend on various considerations. Each action or activity will have to be developed individually. But this will be an exciting new challenge for BXE. And might enable front-line communities to bring their messages to Washington in a way that has up until now been lacking.

Please let us know what we can do for you.

*PROPOSALS: In particular:*

• BXE has focused its attention in DC on FERC. This focus will continue.

• BXE will in addition broaden its universe of monthly targets to include those of most interest to front-line communities.

• BXE will communicate to front-line communities that BXE is willing to help them organize actions in DC around targets of their choice - Congresspeople, offices and lobbying firms of corporations they are dealing with, individual Commissioners, the White House, Dept of Interior, FERC, etc.

• BXE can do this during the week of actions we are planning around the May 19 Commissioners meeting, building upon the Break Free from Fossil Fuel actions around the world the week before.

• BXE can also do this monthly around the day of the FERC Commissioners meetings, either a day or two before or after.

• BXE will advertise to front-line communities that we are willing to work with them to determine how best to bring pressure onto their targets of choice, with the resources, knowledge and personnel that both the front line community and BXE have available and can bring to bear.

• When a front-line community has expressed interest in developing a plan, BXE will assign one or more coordinators/bottomliners to work with that community in developing the plan, and to ensure that BXE is informed about plans and mobilized to provide needed assistance.

• While in DC for actions at whatever targets they choose, front-line community members will, when appropriate, be invited to participate in FERC Commissioners meetings from which BXE activists are excluded. As in the past BXE will provide whatever guidance and training are needed to enable them to bring their community's or other messages to FERC Commissioners and to maximize their impact upon FERC.

• However, BXE's support for front-line community members who want to go after other targets in DC is not contingent upon their participation in actions at FERC.

• During the week of actions in May, from May 16-20th, BXE will concentrate significant energy on FERC and its commissioners, as well as go after other targets in the DC area.

• BXE is also planning to do a rolling occupation each evening and night outside the DC residences of the 4 FERC Commissioners, Monday evening/night May 16^th through Thursday evening/night the 19^th . People will bring mats and sleeping bags and sleep out on the sidewalks or other public spaces.

• We are proposing that people from frontline community groups fighting fracking infrastructure who cannot come to DC during the week of May 16-20 consider organizing local actions in their communities or regions during this time. Actions throughout the week at FERC and other targets combined with local/regional actions around the country will strengthen our overall impact, lead to more media coverage and build the movement against FERC, fracking, fracking infrastructure and fossil fuels.

• BXE will support actions organized during the May 7-15 Break Free from Fossil Fuels week of actions (http://breakfree2016.org/)
