The Portal is an environment, originally a renamed WebDB, but then Oracle just "integrated" a real bunch of other nice-to-have tools to it, causing extreme complexity, and slowness. We've implemented it in few sites. I don't like Portal. Portal doesn't like me either. So, if you want a simple and usable tool, go with first versions of HTMLDB, before "they" ruin that as well.
