Re: version including the PSU patch level

When you create a new database from a patched oracle_home there is strictly
speaking no requirement to run the database scripts for the PSU applied to
that home. As a result the registry$history will not have the entry for the
PSU in it.

Our procedure is to always run the database script for the PSU even if not
strictly neccesary. At least than you can query the database for the PSU
applied.
