I don't think that's right. It's desirable but not required.

In fact the 12.2 reference manual is the first place where Oracle says that 
utl_file_dir is deprecated, so a path name approach should work provided the 
paths are pre-declared in the utl_file_dir parameter.

11g requires that each target directory to be accessed via a logical name 
created by the CREATE DIRECTORY command with GRANT READ, WRITE on the 
DIRECTORYs.
