upgrade 10 to 11

The upgrade from 10 to 11 doc seems to imply that you have to change some
timezone files.
Can I Ignore this is If have'nt used the TIMESTAMP Datatype-
And ..
Why do I get ORa-00723 Initialization parameter COMPATIBLE must be
explicitly set
When I startup upgrade WHEN I HAVE SET COMPATIBLE ? any Ideas?
