He has explicitly set it to manual.

Having it automatically 'auto' (by default) is still having it 'auto'
so it doesn't contradict with what I have said. Note - I didn't said
"if you have sat it...", I said "if you have it...".

Ah, but if you set the PGA_AGGREGATE_SIZE to a non zero value, then
WORKAREA_SIZE_POLICY is set to AUTO automagically for you.

At least, that's what I've seen in the docs.
