You should know whether or not you're using ASMLib. That makes a huge
difference in how this works.
Query the v$asm_disk view to see if you can see that new disk that you want
to add and if it is in CANDIDATE status.

In my experience if ASM is saying the disk doesn't exist it's likely for
good reason. There could be a few things that were missed along the way.
What OS? unix
How are you mapping device to your /dev path (ASMlib, UDEV, etc...) ? How

Does the /dev path actually exist? Yes it is /dev/oracleasm/
What are the disk's permissions? drwxr-xr-x 2 root sys

If you're using ASMlib, What does your ASM disk discovery path currently
look like? Don’t know this…..
Has the disk been 'stamped' with oracleasm prior to your attempt to add
the disk?
I saw this when I googled for asm. Do I have to run /etc/init.d/oracleasm
createdisk cert_asmdisk118 /dev/oracleasm?

What am I doing wrong?
