Can you reproduce it consistently?
enable 10046 for your drop session, and you can find where oracle is
spending its time.
Maybe space management, quite likely, if you are using dictionary managed
tablespace.
If you suspect FK related, drop the FK constraint first see how long it
took, and drop user later.
