another useful info:
SQL> select count(*),applied from v$archived_log group by applied;

  COUNT(*) APPLIED
   ----------    ---
      8895    NO

so what GAP if no applied at all since it was restarted? what to do in this
case?

  Now I look a little closer it may just be that you haven't specified FAL so
you'll have to do gap resolution manually anyway.

    This is a message in alert log:

    Trying FAL server:
    Error fetching gap sequence, no FAL server specified
    Fri Aug 27 09:10:20 2010
    Failed to request gap sequence. Thread #: 1, gap sequence: 131193-132589
    All FAL server has been attempted.

    Any idea?
