Did you have ANY partitions that should have been candidates for stats
gathering ? If so can you go back into the optimizer stats history and
check whether any column in the GLOBAL stats has a histogram that changed
type.
There were some difficulties with hisograms that have been written about
(maybe Maria Colgan) with new partitions triggering stats gathering on old
partitions - but I thought was a 12c problem.

I’m trying to find out why the partition statistics were calculated on
19c. I have incremental statistics and the statistics job ran with REPEAT,
so it shouldn’t have initiated the calculation of partition statistics
unless they were stale. But I doubt that, because these are partitions with
old data, which shouldn’t have changed.
