I see nothing in dba_triggers and the v$ views to indicate anything would
be running with different values.

This app is now 22 years old and has seen umpteen dev teams working on it –
chances are high that the choices for method_opt on the one hand and the
init params on the other hand were made by different teams and are
completely unrelated.
