You shouldn't need to restore the controlfile unless it was lost/corrupted.
You'll need to set your NLS_DATE_FORMAT to match that format you're supplying 
for the SET UNTIL TIME command.
I'm not sure exactly what you mean by "restore backup files to disk from tape 
and then run the following" - the RESTORE DATABASE should take care of 
restoring from tape to disk, so there is no need to stage the files on disk 
prior to running the RESTORE if that's what you were thinking.
Other than that, looks good to me.
