The resource manager massively throttled the maintenance jobs:

SQL> @dash_wait_chains2 "event2||' '||module" 1=1 "to_date('2020-06-20
06:00:00')" "to_date('2020-06-21 02:10:00')"

In fact, they didn't get any CPU time!

This happened during the DEFAULT_MAINTENANCE_PLAN window:

2020-06-20T06:00:56.153014+02:00
Setting Resource Manager plan SCHEDULER[0x3194]:DEFAULT_MAINTENANCE_PLAN via
scheduler window
Setting Resource Manager plan DEFAULT_MAINTENANCE_PLAN via parameter

Closing scheduler window
Closing Resource Manager plan via scheduler window
Clearing Resource Manager plan via parameter

Plan directives are default for DEFAULT_MAINTENANCE_PLAN:

select group_or_subplan,cpu_p1 from DBA_RSRC_PLAN_DIRECTIVES
  2    where plan='DEFAULT_MAINTENANCE_PLAN' ;

GROUP_OR_SUBPLAN

The database version is 18.7:

SQL> !dbhome

Why didn't resource manager allow the maintenance jobs to use CPU?

Best regards,

Nenad
