DBA_HIST_SYSTEM_EVENT is a view on top of WRH$_SYSTEM_EVENT.
 
WRH$_SYSTEM_EVENT is populated by a straight INSERT... SELECT FROM 
V$SYSTEM_EVENT.
 
V$SYSTEM_EVENT is cumulative since startup.

It seems like the numbers on the dba_hist_system_event (total_waits, 
time_waited_micro) are cumulative since start up, but I don't remember for 
sure.� Does anyone know?
