Just an update
I had the same issue with 13CR2.
I'm going to do a fresh install as I think it might be easier than try to
troubleshoot this.

Sorry, I meant out of place.
I also just did a software only install and had the same error.
I tried it on all three of our oem installs and same issue on all
installations.
I tried in on a clean install and there was no issue.
I think I'll download 13CR2 and try that out.

One quick question. Our upgrade PM pointed out that you said below you were
using "in place" upgrade. What exactly did you mean by that? We don't support
an un place upgrade - the upgrade process is always out of place.

I've bounced this one off to our upgrade PM, as I haven't seen anything like it
before. He's based in India, so it'll be tomorrow before he even gets it.

I'm doing the in place oem 12c to 13c upgrade.
At 21% progress after the one-off opatch interim patches have succeeded the WLS
patches are applied.
A condensed version of the log shows.
timestamp -- WLS patches found, install WLS patches
timestamp -- command to be executed
/licensed/oracle/middleware/13.0.0.0/../utils/bsu/bsu.sh
-prod_dir=/licensed/oracle/middleware/13.0.0.0/../wlserver_10.3 -patchlist=
-verbose -install
timestamp - Encountered unrecognized argument: -patchlist=
You can see from the above that the variable for patchlist did not get
populated. The installation won't move forward.
Has anyone seen this before? I don't see anything in metalink.
