Our OMS database is Oracle 11.2.0.4 (same as for EM 12.1.0.3). I did not see
any required patches for that version.

I'm looking for a bug submitted on this, as it definitely looks like one, but
as I scan through fixes and bugs submitted, it may be on the database side.
Question- did you patch the OMR while you were at it?
