missing edition but no editions exist

Migrated 11.2.0.4 from Windows 2003 to Linux X64 using Transportable database. 
Migration had no errors. SYSDBA can connect. All other users get ORA-38802: 
edition does not exist. However, there are NO editions in the database!!!

Any ideas?
