RE: local connections fail, but listener connections succeed

Could be that the check script that crs is using actually connects to the
db but can't do that due to your original issue and so reports the db as
down.
On the original issue, any changes to your sqlnet.ora? I made some changes
to sqlnet.ora before for oracle password store which broke local
connections. And be careful cause you could be picking up a sqlnet.ora in a
location you don't expect.
