It is jbosse and you can turn it off, but we want in on for the persistance.
This is new as of 3.2.5
 
I don't know the details on the fast dual in 10G either, want to look into
that as well.

we are using jboss also. we have a million hits a day against dual. i wonder
if its jboss. why does jboss do that? anyway to turn it off? 

i've been concerned about x$dual because its an x$table and noone outside
oracle really knows with absolute certainty why it has no LIOs and if there
are any consequences(I'm anal). You can use an IOT to reduce the LIOs from 3
to 1?

I know 10g has a fast dual so you totally bypass a select on dual when
getting stuff like sysdate etc... don't know the details.
