intermittant rman compression errot

Hi Colleagues,
Another Oracle Mystery!
Repeatedly Out of about 20 identical runs of rman we get the below error.
We are using basic because we aren't licenced for anything else. and we are
using release 19.12 any ideas?

ORA-19962: compression algorithm BASIC is not valid with release 0.0.0.0.1
