Yes I created a TNS_ADMIN var and put it to the directory where the 
tnsnames.ora file is located.

Did you specify a TNS_ADMIN environment variable?
I believe I had the same issue some time ago. The client wasn't looking for a 
tnsnames.ora where I had put it.
