Something like

procedure DO_SOME_DBMS_STATS(p number, maxparallel number) is
begin
for i in ( 
  select * from (
    select mod(rownum,maxparallel ) r, segment_name, ...
    from dba_segments
    order by bytes
  )
  where r = p ) loop
    dbms_stats.gather_table_stats(....)
end loop;
end;

for i in 0 .. maxparallel-1 loop
  dbms_job.submit('DO_SOME_DBMS_STATS('||i||','||maxparallel||');')
end loop;
