I don't use odbc, so I don't think I could help you more.

but you should be sure you have the last odbc, I thinik you can download 
or it is installed with latest oracle 9i client for server

I used one long time ago odbc toconnect visual fox with Oracle,
I remember (in windows) there were an update to window,
if you are in windows be sure to update the mdac
