create data guard on 11G have ORA-16191

I tried to setup ORACLE 11G dataguard on two servers. I follow document setup
following:
1. remote_login_passwordfile = exclusive on both servers init.ora
2. orapwd file=orapwdT11DB.ora password=xxxx. I also transfer "orapwdT11db.ora"
to another server and put under /home/app/oracle/product/11.1/dbs
3. "sys" password same like "orapwd" password
After I startup both primary DB and Standby DB, I got ORA-16191 error. Anyone
know what wrong it is?

Error 1017 received logging on to the standby

Check that the primary and standby are using a password file
and remote_login_passwordfile is set to SHARED or EXCLUSIVE,
and that the SYS password is same in the password files.
