There is a significant difference. SQL Management Studio is positioned as a DB management tool, while OEM is being positioned as an enterprise management tool which will also help with managing the OS. It can monitor CPU consumption, memory consumption, disk consumption and run custom scripts, which brings it into the arena of the enterprise management tools like Nagios and Zabbix. However, licensing requirements for the external notification mean that conquering that arena will not be easy.
