I heard their application was designed to support only 50k and tested only for 
that volume. In real world they are facing with more than that. 

Once end user provide security answers, this application making call to various 
federal agency websites(IRS,homeland security and etc) to determine eligible 
plans for that user. 

At this point it is failing when it is trying to connect and get response from 
various agencies. 

Looking at job description, It could be web service call from Oracle SOA trying 
connect with various end points. I could be wrong. 

Just my 2 cents.
