Based on the few times I used the command one of the best ways to speed
up an "alter index x rebuild online" is to issue the command when no DML
is taking place.  DML activity slows the processing down.  Just using
"alter index x rebuild" will normally be faster and for larger objects
the difference is noticable.  It may not be an option for use but if you
have a reason to rebuild an index it is best to do so during a
maintenance window or when the object is not being used.
