Oracle license resellers are able to "buy" Oracle licenses at a certain
discount from Oracle then "resell" those licenses to customers. I
believe that the system is tiered and that the tier level is earned by
volume of sales. So, the more licenses a reseller sells, the higher
their discount on the buy side, and the more flexibility they can offer
on the sell side. At least, I think it works that way... :-) At any rate, it is not unusual for even entry-level resellers to be able to buy licenses at something like 39% discount, which allows them to turn around and sell those licenses at 15-20%. The game theory is that you don't know what their discount is, so you don't know the maximum discount they can (or will) offer to you. So, if you know any Oracle resellers, ask them.
