Some or many of our applications specify or only work well with or are
supported with only certain versions of Oracle client.  Our "client
services"-type people handle this as part of their application support.
 We've never upgraded Oracle client software just because a newer version
exists (to my knowledge).  We may not be typical and I may not have
understood the question in any typical fashion!  ;-)
