Correct, it's not included anymore.
Reasons:
It's big
We update quarterly, so you're always going to get an older version
It's one of the most popular downloads on OTN already

Hello,
Installed 19c and noticed that sqldeveloper is not part of this distribution?
Was this just missed or has Oracle decided not to include sqldeveloper anymore
in the oracle_home?
