Actually, it is.  Check the Downloads page on OTN and you'll see full 
installers for the OMS, agent, repository and management plug-ins for:

Linux x86 (32-bit) (With Bundle Patch 1)
Linux x86-64 (64-bit) (With Bundle Patch 1)
Solaris Operating System (SPARC) (With Bundle Patch 1)
Solaris Operating System (x86-64) (With Bundle Patch 1)
IBM AIX on POWER Systems (64-bit) (With Bundle Patch 1)
Windows x86-64 (64-bit) (With Bundle Patch 1)

Use Self Update to get the latest.

I see others have answered your original question so I won't bother adding to 
that.  :)

On my EM 12c Agents on AIX (BP1 not yet available), I'm confused as to what the 
ORACLE_HOME and AGENT_HOME should be.  Under $ORACLE_BASE, I have these 
candidate dirs:

-- agent_inst
---- bin
---- diag
---- install
---- sysman
-- core
---- 12.1.0.1.0
-- plugins
---- dependencies
---- oracle.sysman.db.agent.plugin_12.1.0.1.0
---- oracle.sysman.db.discovery.plugin_12.1.0.1.0
---- oracle.sysman.oh.agent.plugin_12.1.0.1.0
---- oracle.sysman.oh.discovery.plugin_12.1.0.1.0

What do other folks have for these env variables?
