Thanks to all who replied.  It appears to be some funkiness between Oracle
and Accu-Cobol and the datatypes:
PIC S9(7)V99 DISPLAY vs. PIC S9(7)V99 COMP-3

The program was using the DISPLAY type instead of the COMP-3 type.  You
know, Murphy's Law and all that; i.e. the law other than: Don't mess with
Mrs. Murphy.
