Where I work we had a bespoke CMS created for us that runs in
WebSphere (it's actually written in Orion, the J2EE engine that's in
9iAS, but why use something simple and cheap when you can use
something more expensive and less usable) and stores the data in an
Oracle database.

We had many of the same arguements abotu why re-invent the wheel and
why pay the developers more to port the product from one application
server platform to another.  Unfortunately management and stupidity
will trump knowledge and intelligence any day.
