There is no spfile difference between the working and non-functioning
host.I have set the parameter _disable_highres_ticks once again and am
observing the DB instance now. If this doesn't , I will perform the relink
and update this thread.

Hi Mladen,
There were no recent changes to the kernel and that we have confirmed. The
last kernel change happened in 2019.

there aren't many problems with VM these days. Have you recently installed
the new Linux kernel? If you have, you should have relinked the Oracle
executables. Once upon a time, that was hard. One had to go to
$ORACLE_HOME/rdbms/lib and run "make -f ins_rdbms.mk". Today, the
command is "relink all". No more "make" commands or debugging the link
process. However, you still have to shut the instance down before relinking
the executables.
