Actually, that is not true. You can upgrade CRS ("grid") to 11.2.0.4 or
even 12.1.0.2 and leave the database as is.
Of course, one would have to question why leave the database on an
unsupported release, but it is doable. If you buy a gun, it's perfectly
possible to shoot yourself in a foot.
Users "oracle" and "grid" are usually separate and, even if they are
not, grid and RDBMS are installed in separate oracle homes. It is
perfectly possible to leave the database alone, while upgrading grid.
