I don’t know how to turn off partitioning from the binaries themselves - I
think chopt may do this.
With many oracle features, I believe the story is that even if it’s installed,
you won’t be charged if you don’t use. The usage history can be viewed in
dba_features_usage_statistics If you need to clear that history altogether I
believe you’ll need to create a new db and import from scratch.
