Try to use sqlplus "/ as sysdba" from your command prompt.

If it doesn't work, check whether you have
SQLNET.AUTHENTICATION_SERVICES=(NTS) in your sqlnet.ora file and whether you
belong to ORA_DBA or ORA_<SID>_DBA group in Windows.

When you've logged on you can use alter user command to change the
passwords...
